In the period 2000 to 2013, the share of uninsured residents in the US was virtually constant, persistently ranging from 16.5 to 17.5 percent. In 2013, the Affordable Care Act introduced a structural shift, driving the share of uninsured to 10.5 percent. Not surprisingly, the Congressional Budget Office estimates that a repeal of key components of the Affordable Care Act would revert the share of the uninsured to pre-2013 levels. What is surprising is that some public officials have decried such a common sense estimate as unreliable.
